Hawley was very curious about the legal authority and tools the FBI is using to collect cell phone data as part of its investigation into the Capitol attack.

Senator Hawley asked FBI Director Wray, “If you say you are unfamiliar, are you saying you don’t know whether or not the office collected geolocation data and cell phone tower metadata? Are you saying you don’t know if they did this? Tell me what you know about it “

Hawley also wanted to know what the FBI did with data from cell phone towers during the attack: “Here’s what I want to achieve, and I think it’s what Senator Lee wanted to achieve. How will we know what you are doing with it and how do we rate the office’s behavior if we don’t know which authorities you are calling, what exactly you are doing, what you are keeping You said to him repeatedly that you were not familiar with the details. You have told me now. I’m not sure how this committee is supposed to evaluate something the office is doing. They basically say just trust us. How do we know? Do we have to wait until the end of the investigation to find out what you did? “

Senator Hawley seemed to have multiple goals in asking the question. He appeared to be laying the groundwork to discredit the FBI investigation as a “Deep State” conspiracy, and he also didn’t seem to want the FBI to focus on metadata that could reveal possible coordination between terrorists and Republican members of Congress.
The FBI is also using the cell phone data to investigate members of Congress who may have provided aid or assistance to the terrorists, and it looks like that fact made Josh Hawley nervous.
